Shaping Safe Growth: The Regulatory Outlook for a Changing Mining Sector

Abstract

Western Australia has experienced both expansions and contractions in the mining sector, resulting in some operators now managing complex work health and safety obligations at scale, while other operators manage care and maintenance. This keynote will outline the regulatory expectations, systemic risks and emerging pressures shaping the sector, with a focus on areas requiring early and sustained industry leadership.

A central focus is the shift to updated Workplace Exposure Limits from 1 December 2026, including significant reductions for numerous airborne contaminants. Recent inspection campaigns show that exceedances continue, underscoring the need for engineered and verified exposure controls.

The address will highlight the conclusion of transitional arrangements for Mines Statutory Positions in March 2026, reinforce the competence requirements in safety critical roles, outline developments in psychosocial Codes of Practice and the ongoing impact of the Mental Awareness, Respect and Safety Program.

Updates on new and upcoming guidance and recurring issues in plant integrity, corrosion and latent failure risk will frame the regulator’s forward outlook for the sector.

Sally North is the WorkSafe Commissioner for Western Australia, leading the state’s work health and safety regulator with a strong focus on prevention, integrity, and community impact. With a background in chemistry, OSH, occupational hygiene, and business administration, she brings deep knowledge and practical experience from both industry and regulatory roles. Sally is a passionate advocate for evidence-based decision-making and values-driven leadership to create safer, healthier workplaces.
