David Pollard will raise this matter in more aetail in a later paper, but mere are some
obvious points that I wish to make. It is a relatively straightforward exercise to assess the competency at a low level in the
workplace where the consequences of a worker's actions can be observed immediately.
Assessing competency at higher levels which may involve creative, planning, design or
supervisory functions is more difficult, especially where managerial responsibility and
accountability for the output of others is involved. This is generally the case with the daily activities of most mining professionals, whether
they be in operations, in a consulting capacity, in research, or in government.
