Developing an Attractive Climate for Responsible Resource Development in a Socially-Sensitive Environment - The Victorian Experience as a Model

Legislative change has reformed the licensing process in Victoria. The
Mineral Resources Development Act 1990 and the two stage system of
licensing with the authority to commence work is discussed. A key part is
the requirements of planning consent, being either an Environmental
Effects Statement or the issue of a Planning Permit prior to the issue of an
authority to commence work for mineral extraction. Examples of recent
experience is discussed.
